The Deputy Manager, Human Resources (HR) provides high-level support and advice to the HR Manager on all human resources related aspects, including the development, design and implementation of people management practices. The position plays a key role in managing complex staffing issues and in engaging stakeholders and delivering high quality, robust and flexible HR services, supporting the advancement of the University’s overall HR capability and the achievement of its strategic goals.
The College Human Resources team has an exciting opportunity for a suitably qualified senior HR practitioner to join a team that provides high-quality HR support to a broad range of clients across the largest College at the ANU. As a true business partner, you will work with the College HR Manager and senior staff providing leadership to a small HR unit of up to 5 staff, working across a broad and complex HR portfolio, including workforce planning, recruitment, early intervention, case management, change management, and employment relations matters. The Deputy Manager, HR supervises the HR team, overseeing the day-to-day provision of high-quality, professional HR advice and support to staff, building professional relationships with internal and external stakeholders and supporting staff to achieve excellence. The position assists the HR Manager in the development and sharing of knowledge at local level and represents the area in various University-wide HR initiatives. The position is also responsible for the accuracy and integrity of HR data. Under broad direction, the Deputy Manager, HR will: 1. Provide effective leadership and management to the HR team members, ensuring that workloads are managed and all objectives and deadlines are met, supporting their career development and knowledge sharing and assisting the HR Manager in building a highly performing team. 2. Coordinate the provision of responsive and expert HR advice to staff ensuring that enquiries are attended to and matters are resolved timely, including assistance in the management of highly sensitive, complex staffing matters in line with all University policies and procedures and relevant legislation. 3. Manage HR operations including recruitment and selection, induction, remuneration and conditions, staff training, performance development and academic promotions. 4. Prepare strategic HR reports and analytics, investigating issues and providing insightful recommendations on various workforce profiles to support the achievement of strategic objectives. 5. Implement and manage various HR initiatives as requested by the HR Manager, in line with strategic workforce plans and/ or aimed at improving HR practices and processes, with a commitment to continuous improvement. 6. Implement and monitor the application of protocols to ensure HR data integrity and accuracy, coordinating the timely resolution of HR data integrity issues. 7. Assist the HR Manager in the promotion of new University wide HR initiatives, coordinating the local area rollout, if applicable, and participating in a range of activities, workgroups and networks across campus, as required. 8. SELECTION CRITERIA 1. Progress towards relevant postgraduate qualifications and demonstrated experience in HR management, particularly in one or more of the following areas: employment relations, change management or workforce planning preferably in an education environment. AHRI membership will be highly regarded. 2. Proven high-level HR advice and planning skills to support senior management and experience implementing HR policies, procedures and strategic plans to improve HR outcomes. 3. Demonstrated knowledge of contemporary HR management practices and proven analytical, problem-solving and decision-making skills, including experience analysing information from multiple sources to propose innovative solutions to strategic issues. 4. Demonstrated leadership experience in a culturally diverse environment, with an ability to coach and mentor staff, to promote a positive culture of collaboration, inclusiveness, respect and resilience and to lead the team to deliver on challenging objectives in a timely manner and on budget. 5. High level of interpersonal and consultation skills with demonstrated effective communication skills and experience developing comprehensive written documentation and reports, including operational plans, review documents, and/or policies and procedures. 6. Demonstrated computer skills with experience using online HR management systems and proficiency using the MsOffice suite. High-level skills in Excel and experience using Visio for complex business diagrams will be highly regarded. 7.
