NATSIHWA is an association founded on the cultural and spiritual teachings of our past and present leaders, which best serves our members in their important role in achieving physical, social, cultural and emotional wellbeing for all Aboriginal and Torres Strait Islander peoples. Over the next three years NATSIHWA will pursue this strategic direction: To improve understanding in the health system of the role, scope and effective deployment of Aboriginal and/or Torres Strait Islander Health Workers and Health Practitioners, as a vital and valued component of a strong professional Aboriginal and Torres Strait Islander health workforce needed to close the gap in health outcomes for Aboriginal and Torres Strait Islander Australians.
Reporting to the Chief Executive Officer you will oversee and undertake the delivery of policy initiatives, projects and research outlined in NATSIHWA’s annual activity plan and in line with the priority areas of focus outlined in the NATSIHWA Strategic Plan 2020-2023. The position involves leading a small team to: • promote, professionalise and expand the Aboriginal and/or Torres Strait Islander Health Worker and Health Practitioner Workforce • support the development of policies, programs and services that work to ensure Australia’s health care system meets the needs of Aboriginal and Torres Strait Islander people • undertake research and policy analysis, to inform decision making and contribute to organisational goals, the design and delivery of government policy, programs and services, (with a focus on health, health workforce and Aboriginal and Torres Strait Islander Affairs more broadly) • delivery of key projects including preparation of discussion papers, briefs, submissions, communications and reports • the development and delivery of NATSIHWA policy positions and policy advice aligned with NATSIHWA’s strategic directions and priorities • reporting, monitoring and evaluation as it contributes to the achievement of national policy outcomes for Aboriginal and Torres Strait Islander Health Workers and Health Practitioners. The Manger – Policy, Research and Projects will also hold responsibility for representation and the establishment and maintenance of networks, partnerships and alliances with key government agencies, other Aboriginal and Torres Strait Islander peak bodies and organisations, researchers, academic institutions, and other key stakeholders. More specifically the role involves: • analysing and responding to workforce policies, supporting and contributing to relevant research, promoting NATSIHWA positions • overseeing, developing and contributing to position papers and submissions that reflect the aspirations of Aboriginal and Torres Strait Islander Health Workers and Health Practitioners and the health needs of Aboriginal and Torres Strait Islander Health more broadly • Leading, guiding and coaching a small team • Representing NATSIHWA on external working groups, committees, forums or events as delegated by the CEO with outcomes being reported • Supporting the development and implementation of the NATSIHWA three-year Strategic Plan, Annual Report, Annual Activity Plans and reporting requirements • Identifying and pursuing opportunities for cooperation and collaboration with relevant stakeholders on initiatives aligned with NATSIHWA strategic priorities • Support the development, annual review and implementation of the NATSIHWA Communication Strategy • Assist in identifying and implementing self-generating funding initiatives to support NATSIHWA’s sustainability into the future • Undertake any other relevant duties as directed by the Chief Executive Officer. Key Position Requirements 1) Demonstrated leadership in working collaboratively across agencies. 2) Ability to lead and inspire a team through excellent people management, commitment to organisational culture and resilience and capability to lead in busy periods. 3) Confidence with representing NATSIHWA in public forums. 4) Able to understand and apply the requisite governance as required by the role.
You will be an experienced Policy and Research Officer with a project delivery track record that showcases your ability to engage with Aboriginal and Torres Strait Islander people, members of the health sector and a range of stakeholders. To be successful in this role you will be: • A dynamic, motivated and experienced policy officer with capability across many components of the agency’s Strategic plan and Annual Activity Plans • Highly organised and experienced across governance responsibilities including preparing reports, papers and other committee and board related functions to a very high standard • Able to show experience working in a role which is fast paced and challenging • Confident to deliver project outcomes in a complex stakeholder setting • A person who aspires to excel in an agency focused on delivering better health and social outcomes for Aboriginal and Torres Strait Islander people • Adept with working collaboratively across multiple organisations and has cultural competency and confidence to bring the voice of Aboriginal and Torres Strait Islander people to the table • An experienced team leader with an ability to model and coach cultural competency • Able to write well and express yourself clearly and with confidence Essential Requirements 1) Personal abilities/aptitudes/skills Demonstrated ability to work with Aboriginal and Torres Strait Islander communities and their leaders, respecting cultural values and ways of doing business. Demonstrated ability to communicate effectively, both orally and in writing, to a wide range of audiences on a range of sensitive and complex issues, especially with regard to Aboriginal and Torres Strait Islander peoples. The ability to interpret and analyse research and information within policy and other relevant publications relevant to the sector and its members. Demonstrated ability to work independently as a member of a team, identify performance outcomes, plan activities and set priorities to achieve agreed objectives and meet timelines. Demonstrated ability to appropriately exercise initiative and judgement, and recognise, mitigate and resolve conflict. Demonstrated ability to lead and coach others in the delivery of organisational goals 2) Experience Experience in working with non-government organisations, particularly in Not for Profit, compliance and reporting, including project and grant funding. Experience in delivering policies, projects and research in Indigenous Affairs and particularly in Indigenous health. Experience in the use of information technology, including word processing packages, electronic mail, databases, spread-sheets and PowerPoint presentations. 3) Knowledge Knowledge and understanding of the current issues impacting on Aboriginal and Torres Strait health and wellbeing from both an historical and political perspective. Knowledge and understanding of the benefits of community control, self-determination and rights-based best practice principles and approaches. Knowledge and understanding of the role and importance of the social and cultural determinants of health. 4) Cultural competency A demonstrated understanding of Aboriginal and Torres Strait Islander people and their communities including policy matters related to the role is required for this role. This covers the ability to engage and develop Aboriginal and Torres Strait Islander people, create a culturally inclusive workplace and to coach cultural competency in others. Desirable criteria 5) Qualifications A qualification in Public Health, Public Policy or related field is desirable but not essential
