The Strategic and Aboriginal Outcomes (SAO) Branch supports Aboriginal and Torres Strait Islander communities through driving Indigenous outcomes in the State Budget and Treasury’s leadership of Outcome Budgeting. We work collaboratively with agencies, including Aboriginal Affairs NSW, to ensure robust and efficient investment in Aboriginal and Torres Strait Islander communities, organisations, representative bodies, and for programs and services that deliver improved outcomes for Aboriginal and Torres Strait Islander peoples in NSW. We are also a central point of contact for engagement for Aboriginal and Torres Strait Islander organisations and a resource for broader priority policy projects and community engagement within Treasury. The Senior Advisor – Strategic and Aboriginal Outcomes helps to drive high quality financial and policy performance and reporting, as well as frameworks that support Treasury’s stewardship of the public sector’s financial management and performance. Key accountabilities • Provide clear, concise, evidence-based, insightful and persuasive advice on financial, economic and policy issues relating to Aboriginal outcomes across NSW Government • Prepare Ministerial and Departmental correspondence, presentations, meeting papers, ad hoc reports and undertake research, financial modelling, benchmarking and other studies as required • Improve the delivery of Aboriginal-related outcomes across the NSW Government through effective communication, collaboration, negotiation and advocacy with agency counterparts • Establish and maintain culturally sensitive relationships with Aboriginal and Torres Strait Islander communities, organisations, representative bodies and stakeholders based on mutual respect and a deep understanding of Indigenous peoples, histories and communities • Establish and maintain sound relationships with key stakeholders including representatives in the Department of Premier and Cabinet and Aboriginal Affairs NSW, other central agencies, Treasury colleagues, the Treasurer 's Office and external experts • Work with agencies to promote sound financial management that effectively and efficiently delivers on State Outcomes relevant to Aboriginal and Torres Strait Islander peoples and ensures fiscal sustainability, prioritising value for money for the taxpayers and residents of NSW • Research, analyse and draft concise, considered and insightful written communications such as briefs, advice, minutes, correspondence and other relevant documents • Represent Treasury or the branch in internal and external forums and engage with key stakeholders, including senior executive staff • Support and contribute to the broader goals of the Branch, Division, Group and Treasury.
You will be an experienced and credentialled leader with a strong Aboriginal and/or Torres Strait Islander community network. You will bring experience across a broad range of policy and delivery outcomes in a Government setting including a track record of project delivery success. To be considered for this role you will be: • Culturally competent and able to show experience working with Aboriginal and Torres Strait Islander people and their communities • Able to show a high level of financial competency and exceptional communication skills • A dynamic, motivated and experienced project manager with a track record in, and a passion for Aboriginal and Torres Strait Islander culture • Able to show experience working in a role which is fast-paced and challenging • Adept with working collaboratively across a complex stakeholder environment and credentialled to represent the views of Aboriginal and Torres Strait Islander people • Experienced with navigating through complex policy, legislation and strategy, and can distil key messages to stakeholders and teams • Have a strong track record of delivery in a Government setting • Excellent influencing and priority setting skills • Confident with briefing senior level stakeholders including the Minister and her/his office. Essential Requirements • High degree of Aboriginal and Torres Strait Islander cultural competency. • Extensive knowledge of, and previous experience working on Aboriginal-related issues and with Aboriginal organisations, representative bodies and communities. • Sound knowledge and understanding of public sector financial management, with either policy or finance and accounting experience desirable. • Demonstrated experience in quick, accurate and complex analysis and problem solving (including numerical and/or policy). • Strong ability to communicate policy and/or financial analysis clearly and effectively (verbally and in writing). • Experience in succeeding in high pressure, dynamic and innovative environments with an ability to create executive level content in compressed timeframes. • Demonstrated ability and desire to work collaboratively as part of a team and good interpersonal skills. • Tertiary qualifications in relevant discipline (public policy, law, finance, economics) or equivalent professional experience. • Ideal candidates will have experience in working with data, spreadsheets, and systems to generate reporting, managing multiple stakeholders, strong communication/interpersonal skills and working in government or government context.
