The Senior Policy Officer – Birrarung provides policy advice from the water portfolio and oversees governance arrangements for the Yarra Action Plan. This role will support water portfolio contributions to the Yarra Strategic Plan and oversee priority projects that the Department co-invests in to deliver the objectives of the Yarra Strategic Plan. About the Department DELWP is a key manager of Victoria’s public estate and directly manage an $8.3 billion investment portfolio, with 81 per cent comprising various categories of public land. The department owns and manages a further $1.6 billion of other assets, including 40,000 kilometres of roads and tracks, office buildings, depots, public toilets, picnic shelters, recreational facilities, firefighting and road maintenance equipment, crossings, water bores and mobile plant equipment. We bring together planning, local government and infrastructure, environment, climate change, energy and water functions, to ensure an integrated approach to the development of long-term State and regional strategies that build on social, environmental and economic opportunities to provide for future population growth and change. We work in partnership with our stakeholders to deliver secure water supplies, greener and more liveable cities and towns, as well as healthy waterways and aquifers. About the Branch This Branch delivers policy and programs related to urban water management including the efficient use of potable water, management and use of stormwater and recycled water, the protection of urban waterways, and influencing and enabling cross-agency integrated water management for whole-of-community outcomes.
To be successful in this role you will be experienced at policy at a senior level, with strong stakeholder engagement, problem solving and policy communication skills. A tertiary qualification in resource management or water would be desirable. The key responsibilities of the role include: • Engage, empower and support the Traditional Owners in implementing the YSP. • Work with lead agency, currently Melbourne Water, to oversee the implementation of priority projects for the Yarra Strategic Plan (YSP) and finalise actions for the first YSP Implementation Plan. • Contribute water policy advice on government initiatives that intersect with the YSP and Yarra River Action Plan. • Actively participate and support others in fostering a positive organisational culture and practice cultural safety, where flexibility, teamwork and the ability to respond positively to changes in the working environment are encouraged and valued. Key Selection Criteria Specialist/Technical Expertise 1. Demonstrated knowledge and understanding of Victorian Aboriginal cultures and societies and ability to communicate effectively with Aboriginal people. 2. A strong understanding of, and previous experience in, natural resource management policy, land use planning or Traditional Owner partnership in land and water management is required. Capabilities 3. Stakeholder Management: Identifies and manages a range of complex and often competing needs with a range of stakeholders. 4. Influence and negotiation: Develops long-term, complex and multi-phased plans to influence others. 5. Problem solving: Anticipates potential problems and pre-empts required actions while continually liaising with key stakeholders to ensure full understanding of the issues. 6. Policy skills: Formulates and communicates public policy options and recommendations and prepares briefs on complex issues.
