An application process is now open to recommend one extraordinary Aboriginal male candidate for appointment as a Yoorrook Justice Commissioner. The candidate must demonstrate impartiality, moral character and cultural integrity, and be empathetic and trauma informed. As a group, the five Yoorrook Justice Commissioners should have knowledge and understanding of systemic disadvantage and its causes; expertise in Aboriginal rights, community engagement, decolonisation, transitional justice, government system reform and/or historical inquiries. Applications from Aboriginal men are sought to support gender representation on the Yoorrook Justice Commission (Commission), maintain cultural competency and to foster engagement, trust, and participation of First Peoples. The Yoorrook Justice Commissioner will be required to perform the following duties: • ensure all aspects of Commission’s work is conducted in a culturally sensitive and trauma-informed way and is guided by priorities identified by Victorian Aboriginal communities • hear testimonies and other evidence about First Peoples' experiences since colonisation, including First Peoples' ongoing strength and resilience • inquire into and document laws, policies and practices that impacted on First Peoples' since colonisation and their ongoing effects • engage with the Victorian public to educate and inspire them about the truth-telling process • hold events and commemorations organised in consultation with First Peoples • prepare a report of their findings that will be an official record of the impact of colonisation on First Peoples in Victoria • make recommendations about what can be done to address past and continuing systemic injustices, prevent their recurrence, and improve relationships between First Peoples and the State of Victoria and through building a shared history for all Victorians.
Key selection criteria Assessment of the preferred candidate will be based on the selection criteria below. 1. Impartiality – the Commissioners must be, and must be seen to be, impartial and objective in carrying out their roles. The candidate must demonstrate that they are free from any external influences which may undermine their ability to be impartial and objective, or which could be perceived by others as undermining their ability to be impartial and objective. 2. Moral character and cultural integrity – the Commissioners must demonstrate that they have high moral character, use their views to improve societal outcomes, and are respected widely, including having the respect of Victoria’s Aboriginal communities. 3. Empathetic and trauma informed – the Commissioners must be culturally sensitive and trauma-informed in order to create a safe environment for all participants in the inquiry. The candidate must demonstrate that they understand the trauma associated with Australian colonisation and that they have skills and experience to behave and communicate and lead the inquiry in an empathetic and trauma informed way. 4. Representative and culturally competent – the Commissioners must be representative of the Victorian Aboriginal community and must be capable of hearing a broad range of evidence. In addition, the candidate should also demonstrate where they meet one or more of the following: 1. Demonstrated knowledge and understanding of systemic disadvantage and its causes. 2. Demonstrated expertise in Indigenous rights, community engagement or related matters. 3. Demonstrated expertise in decolonisation, transitional justice, government system reform, or other related matters. 4. Demonstrated expertise in official inquiries, historical record keeping, or other related matters. 5. Legal qualifications and training and high-level expertise in law. This is because Royal Commissions established under the Inquiries Act 2014 are done so on the basis of advice from the Premier to the Governor, including in relation to proposed Commissioners. The personal information of candidates selected and recommended by the Assessment Panel will be provided to the Premier to enable him to consider and advise the Governor appropriately. 4. The Recruitment Provider will be required to keep your personal information confidential at all times. Members of the Assessment Panel will also be required to keep your information confidential (apart from disclosure to the Victorian Government in order to allow appointment processes under the Inquiries Act 2014 to occur) through the terms of their appointment.
