About the organisation
The Council of Aboriginal Services Western Australia (CASWA) is the Western Australian Peak Body committed to leading and supporting Aboriginal community-controlled organisations in delivering services that strengthen, empower, and improve outcomes for Aboriginal people and communities across the state. CASWA achieves this by developing policy and providing strategic advice to government and stakeholders—grounded in sector consultation and evidence-based research. It advocates on behalf of ACCOs through meaningful representation, drives the dissemination of timely and relevant information, and fosters capacity-building and sector-wide development to support sustainable growth and culturally strong leadership.

About the role
The Chief Executive Officer (CEO) provides strategic leadership and operational oversight to ensure CASWA delivers culturally strong, high-impact services to its Member ACCOs. Reporting to the CASWA Board via the Chairperson, the CEO is responsible for driving the organisation’s Strategic Plan, shaping responsive business priorities, and fostering a culturally safe, collaborative workplace that reflects CASWA’s values and vision. The role oversees governance, financial sustainability, risk management, and organisational performance. It requires active engagement with Member ACCOs to ensure programs reflect community-led priorities and emerging sector needs. The CEO promotes CASWA’s leadership across the ACCO sector, builds and sustains strong stakeholder relationships, and advocates for Aboriginal-led solutions to drive systemic change. Through strategic planning, team development, and bold advocacy, the CEO strengthens CASWA’s presence and ensures its operations consistently meet the needs of the communities it serves.

With a track record of executive-level leadership in complex, multidisciplinary environments, you bring strategic agility, operational insight, and unwavering cultural integrity. You understand the power of community-controlled organisations and are deeply committed to Aboriginal self-determination, cultural authority, and place-based decision-making.
You demonstrate exceptional skill in shaping strategy, guiding organisational growth, and embedding cultural safety across every layer of an organisation. You’re as comfortable building high-trust relationships with Member ACCOs and government partners as you are leading change internally, creating high-performing teams grounded in collaboration, respect, and continuous learning. With strong governance acumen, financial stewardship, and the ability to navigate policy reform, you inspire those around you and drive action that aligns with CASWA’s mission.


Key Selection Criteria

  1. Demonstrated knowledge and understanding of the impacts across different social determinants affecting the diverse Aboriginal Communities across WA.
  2. Proven experience as a senior executive or CEO in a multidisciplinary or community-driven environment, with strong governance and operational oversight capabilities.
  3. Proven experience at executive level in developing high performance workplace culture, organisational capability, leading and implementing change, financial and risk management.
  4. Exceptional relationship-building skills, including high-level interpersonal, negotiation and stakeholder engagement capabilities that enable powerful advocacy for Member ACCOs.
  5. Deep understanding of the principles and practices of corporate governance, including board engagement, strategic alignment and transparent reporting.
  6. A values-driven leadership style that reflects fairness, transparency, cultural respect and strategic resolve—aligned with CASWA’s mission to strengthen and empower the ACCO sector.
